I have a new wrinkle for this issue. I was able to solve the problem with the site I mentioned above. I have a second site, which I was able to update to 1.31 without it causing an issue. I made sure to save the theme settings before doing so and figured that was what allowed for an easy update.
However, I just updated a third site and I saved the theme settings but this did not help. I ended up with the same issue, but this time, the above suggested solution resulted in the site coming back up partially, but I still cannot get access to the admin controls for the site. I ran through the above steps twice, but no luck, I still end up with no access to the admin section and errors on the page itself. In this case, one difference is that this site is running the Juxta theme. Not sure if that is an issue.
