Needing a customer dashboard - freelance designer needed

I am using Joomla! 1.5 on a UNIX server.
I need a customer “dashboard” that is CSS design enabled and allows my customer (with password protection) to see private statistics that apply to their book publishing with us.
These would include: a) monthly sales figures b) marketing responses (a text box where we can report our marketing efforts) c) a download link to their own book proof (in .pdf format) d) an upload link for them to send us book materials and d) an area where they could receive and send private notes to our customer service people.
There should also be the location where we can provide links to some crucial .pdf documents they will need to conduct business.
If possible (not required) we would like the link where they download the proof files to be somehow date of download receipted, so we can prove they received them by download.
I need a simple means to upload/download this content to each author, and a login that gives each one access to his or her own page only – in addition to the login to create membership.
I am looking for pricing, method of payment and turn-around terms.
We are on a limited budget, but our business caters to small businesses who will be using Joomla for their own sites and future work would be referred to a designer we feel comfortable recommending.
I'm using Rocket's Replicant2 template.
