Not many changes to the template. Just CSS and graphics work.
The only real component that was added was 4Me form component. I am wondering if the site looks too patriotic. I will be bidding on Gov and State web design CMS conversion contracts soon. I want them to feel at home ; )

please change the favicon !
not that I don't like it, but it takes away from the custom approach.
the secondary menu (lower left) is a bit hidden, if you want people to use it, how about below the winner of the cms...on the right hand side.
Plus the eagle in your logo seems a bit blurry and the logo switches back to the first in rotation when clicking anything. And to stay consistens I would use all the modules eevn on the design portfolio page.
Just my 2 cents
I've played around a lot with modules and such to get a corporate feel and I found out that it solely depends on customer opinion.
