Resolved - #rt-bottom background color not changing

For the life of me, I cannot resolve this issue where I am trying to change the background color of the #rt-bottom using the below css code within my rt_afterburner2-custom.css. I have cleared J and browser cache, disabled (for now) rockbooster but, unfortunately, the changes are not permanent:
#rt-bottom {background: #0866A5;color: #FFFFFF;margin: 35px 0 0;}
The only way to make it work is that if I add the above code in the css-compiled but that is not what I want to do.

please turn off pagespeed so we can see the code proper. Then clear pagespeed cache.

Wow! that was fast MrT. Have have cleared page speed cache and disabled pagespeed.
FYI: Before posting, I did clear all the caches, including pagespeed cache.

Your custom CSS file contains invalid CSS - this causes everything below to be invalid too.
The statement you suggested above does work if you add it - but I can't see that statement in your custom CSS anywhere?
Also, you have custom CSS changing the color of that area several times in your custom CSS file... obviously it's the last one that will win...

Once again, thank you MrT for your quick response. I have removed the "article{" which was in access and I can't believe I missed it.
Regarding the css code I posted, if you look at the screenshot you attached, it is listed under '/* BOTTOM MODULE SETTINGS */'. I have renamed it to "RT-BOTTOM SETTINGS" so that I cannot miss it.
When you commented "Your custom CSS file contains invalid CSS", were you talking about the extra 'article' syntax or other code within my custom css file? I was using firebug to make the changes and copying the css syntax from firebug to my custom css file.
Also, you added 'you have custom CSS changing the color of that area several times in your custom CSS file'. Can you please point me where (line number if possible) I have it several times? I swear, I must be blind as a bat because I cannot see it

hmmm, ok they're gone now - don't know what happened there...
Your duplicated "Article {" line is still there for me though (clear your server cache) it is still invalidating everything that follows that line...

Thank you, once again, MrT for pointing out my problem. I have moved the line code to the bottom of my custom css and it is working just fine. You just pushed the right bottom to make me realize my mistake and I thank you for that.
I look at the duplicate 'article' line but I still do not see any duplicate even after doing a search for 'article', using notepad++. I thank you very much for your speeding and outstanding support!
