RokSprocket Mosaic adds ordering tags back to module after each save

- After each save of a mosaic module and after removing the ordering tags, the tags come back if you open the module again for editing. This results in an experience where if you edit the module again you have to always remember to disable the ordering tags if you don't want them to show up when users view the site. This has always happened and persists after each upgrade of Joomla, Gantry and RT extensions. Occurs with first experience of product.
