Yes this is normal responsive behaviour for the rokfeaturetable. That table to not going to show well on a mobile whatever you do. If you made the font any smaller with custom CSS I think it would be just unreadable. I would suggest hiding the whole module in mobile view (add module class suffix "hidden-phone") and then perhaps consider an alternate method of displaying the same information in a different arrangement (with module class suffix "visible-phone"). The responsive nature of rokfeaturetable is to resize the columns (which it is doing) Not to split the content or change font sizes.
