Replicating GUI Functionality for G5 Outline Copy (Joomla)

I am trying to replicate the GUI process for copying a G5 outline to understand all the underlying moving parts...
For example . . .
Copying a protean outline I know consists of at least the following moving parts . . .
1) insert new entry into tbl template_styles - the index/key becomes the id for the new outline
2) index.yaml and layout.yaml files are created in directory templates/rt_protean/custom/config/NN where NN is id from above
3) custom_NN.css, protean-joomla_NN.css, protean_NN.css files are created in directory templates/rt_protean/custom/css-compiled
Updating these three things doesn't result in a viable outline so I'm wondering what I might be missing?

- Yes . .. but it doesn't speak to outlines . . .. it's one layer deeper for sections . . . I'm not customizing any sections just using default scss settings

Yes but if you modify any of the files above that files will get recreated when you save the Gantry 5 settings those are generated files from the Gantry Interface.
If you want to copy the Gantry 5 Outline you have a clone function in the inheritance...
