Development setting functionality?

Hi all, newbie (to Gantry) here so please be gentle!
I understood that the "Extras>Development" setting would obviate the need to clear cache, re-compile CSS etc. and changes saved would be seen on the front end with a simple page refresh - is this not the case have I missed something?
I am having to clear cache AND complete a CTL+F5 refresh (Chrome) to see changes saved.

That's correct. But what you are clearing is browser cache on your device... Not the cache on the server (which production mode uses). You can tell your browser not to cache in its settings.
