How to create content (article) on the fly?

Hello,
Please let me know how could I do the following:
a) A customer logs in
b) He/her chooses a menu item like "View my account", or "Track my shipment"
c) A CGI is activated
d) This CGI pulls customer data out from a data base and creates an html page with the response
e) I do something else in order to present an article, in which the previously generated html content, is inserted and presented to the user.
