Background mod question

I would like to change the background on a Rocket Theme template to something like this site
www.ncaa.com/sports/softball/d1
what would be the best template to do it on and the best way of doing it? Looks like the site has 2 images a jpg and a .png that overlays the main top .jpg
looks like it calls a CSS to do this

and the CSS <link type="text/css" rel="stylesheet" media="all" href=" i.turner.ncaa.com/dr/ncaa/ncaa/release/s...dc0a6ffb2b26bbbd.css " />
I've tried to re-create with no luck

- May I know what template you are using on your site now? We might be able to tweak the css depending on the template you use
