I too noticed that the quasar theme distinguishes itself as the first free / GPL theme for the Magento system. When I click on the download link, I am also presented with the message that I need the correct membership:

Please log in or register to see it.
Are we doing something wrong?

I'll have the "real" free version out before end of the week. - STEP 1 IN MAGENTO DEVELOPMENT - DISABLE YOUR CACHE OR YOU WON'T SEE ANY CHANGES.
Use the new "secure" tab when replying for privately sharing links.
Check the "Useful Snippets" post for tips.
