Problem with module layout

I am having a real problem with module placement. I was using paradox as the template but then tested it with Syndicate and the problem is still there.
I have set my modules to content top a, content top b and sidebar a, but they appear below eachother.
I tried them again in maint top a, b, c and still the same problem.
I checked the template and under maintop positions it is underline "4" and at the side of this it says "0" are published?

I was going to put it up in a template forum, but since it didn't apply to any template specifically (the problem was the same with whatever template I used) I thought it would be better here.
I'll move it to templates.

May I suggest that you also include an annotated image that describes exactly what your problem is/ what you want to achieve.
