Opinions on top menu items with sub tabs-link to content or not?

On a menu item that has a drop down such as rokmoo should the top always visible tab link to a page or only when there is not drop down choices.
I hope I'm explaining this correctly.
I have been debating on this for some time so I figured I ask the best on what they think.
Thoughts?

Hi James!
You're still my hero... Just love the Replicant template, but have a question about the RokMooMenu related to this topic.
Course I've been looking in the code and around in the forum, but without finding a solution.
On some of the menu items I do not want the top level to be linkable, nor the second level - only third level. What do I do???
