Slow Smooth Scroll Effect

I've searched the forum and the web, but cannot find a way to do this (at least a way that I can understand). I have a long page with links at the top to go to anchors on the page below. Instead of just jumping to the anchor, I would like to have that smooth scroll effect (like you see on Entropy).

I'm using Maelstrom template on Joomla 2.5.
Anybody know how to do this?

The SmoothScroll plugin doesn't seem to work. It's probably not for Joomla 2.5.
I can't use the coding suggestions as I have no idea where to put the code.
