Interested in opinions - hosting nightmare

Hello. I have been hired by a client to develop a website for them and I decided to use Joomla with the Reflex template. I mentioned to them that their hosting provider would need to meet certain requirements in order to install Joomla. Their hosting provider did not meet the requirements, but I got in contact with them and they told me that they would install Joomla themselves on behalf of the client.
Now it's been a couple of weeks and a few attempts but the Joomla installation is flawed as it has all kinds of permission issues. They mentioned to me that they don't have cPanel because they don't want to pay the licensing fee, but they would look into the matter and get back to me.
In the meantime, they sent a bill to my client for $500 for Joomla installation! Does that sound right to you? They never mentioned anything about it costing anything to install Joomla. I've dealt with other hosting providers before and I've never been billed to install Joomla.
Any suggestions as to what I should do next?

- With all the hosts I've been with (currently with FastHosts) its usually a free install done by the end user, however if the support team had to do this for you they may charge, although they should have let you know costs ups front?

They will transferr sites, install Joomla and do all kinds of stuff for you for free
Installs of Joomla and Rocketlaunchers take me seconds with them, amazing uptime too!
Their prices are very very reasonable and the cheaper US shared hosting option is usually more than enough for a small Joomla site.
I have recently moved to one of their Dedicated servers and couldnt be happier!
