Are you sure your tmp folder in you configuration.php file matches the setting in Global Configuration?
Also check the permissions settings for the tmp folder.

Hi I have the same problem.
tmp path in configuration is good. permissions as well (755). Ownership too.
When trying to update, a file called download is written into /tmp. But with no extensions. Could it be the problem ?

I see there is an issue related to this at the Joomla Bug tracker but hard to say if this is related to what your experiencing.
If you wouldn't mind can you tell me what PHP version # your server is running and in Admin -> Help -> System Info -> System Info ->
Web Server to PHP interface apache2handler -or- CGI / FastCGI ?
which one do you have?
You should be able to install by the manual method using the Upload Package File method.

Hi,
PHP version is 5.2.17 running on Apache through CGI (suPHP).
Zip and Gzip library are present in PHP build.
It seems to be a file extension problem as just a 'download' file with no extension gets copied to the server.
