i have a customer that has requested i put there employee application on there joomla 2.5 site. but they want the users to be able to fill it out on the site and submit it, and it be emailed to the company. i can do this with any form component. but the only problem is they want it emailed to the from the site in PDF format.
so my question is, is there a component that will accomplish this.

this one says you can export it to pdf not sure if it will automatically email it

Does your client want the PDF to look like the form on the site or are they okay with a tabular output? I think many form components will output in PDF (Breezing Forms, Fabrik) but it is unformatted or it's in a single column table.
I had a couple of clients that wanted the output to look like the form, which would take some CSS skills I didn't have so I had to look for another option and found a site called 'Doculicious'.
It's not a Joomla component, but you can load a form through an iframe on your Joomla site and receive a copy in PDF that looks like the form.
It was free when I tried it, but don't know now.
