Slow Website being blamed on RT Template

- Hello, I built the website for futureofprivacy.org and now it is slightly slower than it used to be. The tech team the company works with is blaming the wordpress template (dominion) for the delays. My question to you guys is, does this make sense? They say that because wordpress isn't upgraded on the website, if we upgrade it now, what will happen to the template of the website and the plugins. Will everything need to be redone? And if lets say we make a back up, upgrade wordpress to test it out, and everything gets reset, can you revert back to the old version of wordpress through the backup?

Hello ,
here are some website tools you can use to test the speed of the url with the RT word press site. Simply type in the site address and in a few seconds you will know what is causing the latency issues.
pingdom.com
also www.webpagetest.org/ this tool lets you test your site via different browsers ( firefox, chrome IE 8 etc. and reports browser specifics back to you. hope this helps identify your problems.
