Please be so kind and post your questions in proper forums. I really don't see how this your, how should I call it, request has anything to do with Member submission forum?

Please, once again, use proper forums for your questions.
Now, based on your question you posted here, I would say that you should post your question in "The Marketplace" forum because it sounds you would need someone to build a web site for you. Or you can post your question in official Joomla forum ( forum.joomla.org ) and I am sure someone there will be able to help you
