I have a question about rockettheme designs. They are available for wordpress and Joomla. Can I legally take a design such as
demo.rockettheme.com/joomla/cerulean/
or
demo.rockettheme.com/apr07_j15/
and make a drupal template based on them?
Can I also take elements from the design and make a matching business card?

I am afraid you are not allowed to do something like that. Design of our templates is under our copyright

You can port our templates to other platforms. You cannot redistribute or resell them however. Therefore, if you wanted to port one template to Drupal for a specific client, that would fine; but if you ported part of our inventory and made that generally available, that is not allowed.
