after log in like a user, i cant click on some menu items..

I totaly dont understand that
the menu is ok with the submenu I can click evrywhere.
after I log in like a user (no admin) the menu changed, I see the menu but the items have diferent graphicks and I cant click them.
I think about man menu wich is on top, not a user menu.
