Publishing options missing

here you go, something to test the knowledge of the RT users. I've gone and lost 'publishing options' when adding/editing an article in the backend (image attached)
it isn't in the options/editing layout tab, that is set to show ..
and here is the kicker .. it is on two separate sites on two separate servers. the only thing they have in common is they are both running 2.5.11 and a free rockettheme template. one is using the latest afterburner, the other is using the first afterburner ...
