Problem with multi-language menus

I recently purchased the cerulean template but let me clarify, I do not believe this is a template-specific question.
I have 2 languages, Chinese and English set up but my Chinese site only shows the English menus.
Here is my configuration: I have 2 template styles set up on the Template Manager (one for default, Eng and one for Chinese) and they choose "English" and "Chinese" respectively. I have 3 menus (one for default eng, one for English lang, and one for Chinese). The language flags show and I am able to switch between languages but I have no idea why the menu for Chinese will not display correctly. It always shows the English version.
I have deleted all the menu items several times and re-added them. I have the language filter plugin and language switcher modules enabled. I have gone through several tutorials online but nothing seems to help.
