CSS links broken

Can someone give me a clue as to what is happening with my site?
www.cabellcountyclerk.org
Everything works except the CSS links. So I have no formatting.
SEF URL and URL Rewriting are enabled
mod_rewrite is enabled in Apache
The image links and hyper links work. I just can't get the damn CSS file to load. This is a Joomla 3.0 Rocket Launcher install of Cerulean template. The admin panel works flawless (css loads).

- Same thing here, except with a new install of J 2.5. I Reinstalled Gantry, just in case. Backend works works great. Default Joomla templates work and load CSS. Tried several Rockettheme templates, but no CSS.

This is killing your site, instead of having CGI / FastCGI
Web Server to PHP interface you have a apache2handler. This will ALWAYS give you problens. Ask your hoster to put you on a server with CGI / FastCGI

CGI is neither fast or secure. The DSO on my server is NOT the problem. But thanks for looking.
