How does (or does) rockettheme and joomla address these factors in responsive design.
Google has gone on record that sites without mobile version will have negative page rank.

I dont see that you have negative page rank whitout mobile version.
Most of the biggest website don't have one and they use application that google cannot reach.
They just point to the error you can make whit e mobile version, nothing else.
BTW...adsense dont have responsive ads and the trend is be responsive this mean is google that must upgrade not us.
