rt-footer-surround is child of rt-mainbody-surround

I was researching why the links aren't working on the lower half of my home page and realized that on that page (and only on that page) the rt-footer-surround is a child of rt-mainbody-surround. I'm not sure if these two issues are related, but I'm hoping they are. I'm not sure what I did to make this happen. Any help would be appreciated.

On Home Page - no links working within this section:

...

...
<footer id="rt-footer-surround">
<div> id="rt-copyright">
On all other pages:
<body ...
<div id="rt-transition">
...
<footer id="rt-footer-surround">
