CSS and Refresh Issues

Hey All,
I'm working with Dimensions and can't seem to get around a refresh problem in ff and IE. I'll update the style.css file with respect to the new bg and content heading color. I'll then check it out in both browsers and sometimes it takes, sometimes it doesn't. In FF after a restart and removal of all cashe, the home page worked fine, but then after I clicked on one of the main links, the css file reverted back to the original style, including the bg...I'm perplexed...
I've also had the same problem with the .ico files as long as I can remember...
