what database collation should we use?

hi all ..
can some1 advices us what database collation should we use when having en english site but the users might sumbit news in different languages such as armenian and arabic
the titles in arabic appears as ?? ?? ?? ?? :E?>EEE: in both joomla and fireboard
my database now is latin1_swedish_ci and i have this problem
so i looked for solutions and i find out that i have to have a database with utf8_unicode_ci collation
so i install a joomla site on utf8_unicode_ci .. but it got the same results ..
and i think choosing the database is important when it comes to restoring your site
so can any1 explain
my joomla version is 1.0.13 and fireboard 1.0.4
