cant block users ! is that normal

hi all
when i block a user in the backend .. that means he is not gonna be able to login again right ?
here what happenes when i block a user
i block him .. then i see in the backend that he is enabled ...
but when he tries to login .. he successed .. then the enable check mark in the backend disappear .. is that normal ?
so i was like .. maybe because smf integreted with joomla .. so i tried blocking him from there .. but again .. althought there is a ban upon him but .. he still access and post like anyother normal registered user
did any1 have faced this problem or any1 has any clue how to slove it .. i tried posting it in joomla forum but no respone ..
