I am wondering which Joomla version would be suggested for use by the community? Compatibility with RocketTheme templates is a must.

Joomla 4 is stable now so I'd suggest using that because j3 only has about 18months life left in it. All our Joomla tempaltes are compatible with Joomla 4.
Be aware though that you cannot use any of our old RT extensions on Joomla 4.
