New module position for a non RTemplate that soon is going to be a RTTemplate

Ok maybe you can help me on this. My new client is a NGO that works with teenagers. They have this site which is partially made with Joomla. So for that part, they want me to install one of the RT templates (Equinox). BUT while I do that, they want me to install a rotating banner in their static header that explains that they are changing their image and renewing the site. So I went to my notes and found "how to create a new position for a module" BUT the codes in their index.php are really strange to me, and doesn't look like the one I need. So I was like this:

I don´t know if you need that I paste the index.php here or what (I'd do that). Can someone give help me on this?
