I don't think they should make one, theres plenty of good shoutboxes available already.
By all means they can make one if they want.
But I think it would be really good for the community.

I didn't read this right last time through. I thought you were asking them to develop a shoutbox. I got excited because my experience with the existing shoutox extensions has been less than thrilling.
On the subject of a shoutbox for support I think it's a bad idea. A shoutbox should never be used for support. If you can't find an answer in the forum using search then your question warrants a thread. In this manner the information is stored for future reference by all users of the forum. A shoutobox used for support in my opinion would be confusing and frustrating.
Just my opinions. And I stand by my desire to see RT develop a shoutbox.
