What does the IE6 warning actually result in?

When I looked at my stas for the past week (see attached) I noticed that template_ie6.php has had 250 hits.
What does that mean?
Did 250 users not get in to our site because they were using ie6?

- The IE6 warning doesn't block users using IE6, they just get the dropdown message on first visit.
