Upload it using your Joomla Media Manager ... then you can click the little pencil icon for a link you can copy and paste into any article (does 1.5.x still do that?? I gotta spend more time on the new stuff).

If Media Manager does not work for you, then you can use an ftp program to upload the file to one of the folders on your site. I put my uploads in folders under the images folder - that way, you can find them in Media Manager later.
Then you can link to that file inside your article by:
1. Typing something like "Click here to download the pdf file."
2. Highlight that sentence.
3. Click on the Link symbol above the editing window, and a small window will open.
3. Type "images/subfoldername/filename.pdf" in the top line of the small window, and then click on Update/Submit or similar at the bottom of the small window.
4. Save the article with the link on it, and check on the site that the link works.
I am sorry if you know all the above steps, but I thought that I might as well put all of it into this message while I was here.
I find that Media Manager does not always work for me, as far as uploading goes. I understand that it has something to do with folder permissions, but I don't know much about that. FTP always works for me. Filezilla is a useful ftp program (same developers as Firefox).
It's a folder permissions problem. MOST LIKELY you are running on a platform that doesn't have the equivalent of mod_suphp (Apache) installed or correctly configured - mind you, you need to dot your I's and cross your T's with that one to make sure you don't leave a gaping wide security hole (and given your post, you probably didn't understand a word I just said).
It's a problem many hosts have. John's excellent instructions above will definately help you - but perhaps only in the short term. Check your 'System Info' in Joomla - it's a page that tells you whether particular directories which are essential to the smooth running of Joomla are 'writeable' or not. Be prepared for a shock ... if you see a lot of red, you need to either:
Find a host who knows how to correctly configure an account for Joomla
Pay someone to fix it for you - and this will most likely involve a wrestling match with your host
