How to do a Meta Refresh

I want to add a meta refresh to a website with a Joomla 1.0.15 RocketTheme template.
<META http-equiv="refresh" content="0;URL=http://www.GoHere.com">
Do I place this code a file as .PHP or .HTML and place it in public_html ?
If my file is gohere.php (or html?) then the URL
www.mywebsite.com/gohere.php
should redirect me. Is this the correct way?
Actually I tried it that way and couldn't get it to work.

Why would you want to do this as refreshing will inhibit bots! Are you talking about a 301, redirect?
