Theme Install Issue. (opens a dialog box to index.php)

Greets, have a strange issue when i go to install any of the rocketthemes. When I go click on the upload and install part I get a dialog box that opens and states I have chosen to open the index.php and asks me to open or save the file. any ideas on that? I have tried it on 4 different themes and get the same dialog box. When i check in the template manager I see the template and it works. Just stumped as to why.
btw running with a fresh install of Joomla 1.5.9, no additional mods, extensions, etc and I am using the 1.5 templates.
