Im not too sure what you mean but you can make menu items go to any URL.

Update: Are you sure? I tried typing /administrator/ on the end of
www.joomla.org
and it worked, but no on forum.joomla.org!

- I would if those multi site managers would be applicable - i have not read throught them thoroughly but it sounds like the idea you mentioned
