in J15 background is grey/white not black/blue

I have checked the other posts, followed the advice, changed permissions on the css files, and disabled Akeeba's Admin Tools and am still getting the "no-color" background.
I have a few other j15 sites that have Mission Control recently installed with Admin Tools and everything works fine right out of the box. And obviously Misison Control is front end template independent. We have RT, Purity and some Template Monster templates - and no problems.
Any additional help in this matter would be great. I have to deliver this project next week and would like it looking tight

It looks like you have the same problem as the guys in this thread:

Can you check the permissions of the files outlined as these guys did?

I had tried that with the permissions and no luck. I know it seems to be that, but still unable to get the fix.

- Are you using AdminTools? Seems you have to make an exception for these files if you run that.

- I disabled it and tested but still not working, I wonder what the exception is?
