Can anyone recommend a good site to find competent Joomla developers? We have used all the normal sites: Guru, ODesk, Freelance, etc. and cannot seem to locate any quality candidates that can address our requests. Most quote hours that include learning what we're asking for and then not completing the tasks as specifically outlined. Any feedback would be very greatly appreciated.
