SER Urls: Add Extension Before or After Site Build?

I went back to Jooml1 1.0.15, so now have a need for SEF URLs...seems 404SEF is the way to go, given I would like the /content-item-title.html look and feel.
I am FINALLY done playing around and think I am now ready to roll up my sleeves and get to work; so I am wondering, should I install the SEF extension before or after, or does it not matter (e.g., will rewrite the URLs either way)?
I thought I would ask, as I would hate to build the whole site, then find out that I was supposed to handle this before adding content and having URLs created by the core and installed components.
