Hi Kathy,
If ever there were an upgrade, this is the one. I've been using Fireworks since version 2... long time. This particular upgrade has a new interface and new panel for the layers / frames. In fact, it has done away with frames altogether. Everything is handled in a more efficient way. And, RT uses CS4 so if you are working with the source files, everything will be in sync.
If you are still not sure, download a trial version and check it out.
