mod_toolbar has moved to the wrong mod. position

the save, publish and cancel buttons are gone from all the backend!
--please see the attached screenshot
i believe this happened because the "Toolbar" mod_toolbar module from the administrator has been accidentally
moved to the wrong mod. position
the old position was "toolbar"
and now it is on "login"
the buttons to publish os save are not there to change the position back!!
is there a config file to do this manualy?

First, please go to access Extensions -> Module Manager, then click on "Administrator" tab. There you will see the mod toolbar, set the position to "toolbar".
Then, as you don't have the toolbar published there, you will not be able to click on Save button. Instead, still in the same page, go to your browser address bar and put this:
javascript: submitbutton('save')
press enter in your keyboard
