cant install rockettheme template???

i have tried to install maelstrom and panacea templates and cant get either one to install.
it goes through the full upload process to 100%, but then says: There was an error uploading this file to the server.
i have a fresh install of 1.6.3.
any ideas on how to get either one of these to install?

ahh thank you!!! i added the limit size to the htaccess file and the php.ini file, as well as the php5.ini file. i got it to work, however, i got this error:
Error building Admin Menus
Could not delete the administrator menus.
other than that, it looks like it installed. what does this error mean????
