Modulus- Odd 404 settings.. page doesn't load correctly.

Does anyone have any idea why a page that should be 404 loads the way it does? Is it the CSS? The page loads the Rocket Theme Gantry icon and does not load any preset styles.
Does anyone have any suggestions on how to fix this? I've researched this issue for about a week now. I am clueless.
