Need Help Reinstalling Joomla / Template

I've spent a riduculous amount of time uninstalling and reinstalling joomla trying to get the clarion template setup and I need some assistance.
I used the rocket launcher to install clarion. Like it said, I put it the www.urestonepanels.com/rt_clarion-rocketlauncher/ subfolder. It worked great the first install, but it installed it in that subfolder and not off of root site. ( www.urestonepanels.com ). I also had another joomla template setup off of the root. So I went back and uninstalled all joomla off of the site, deleted the rt_clarion-rocketlauncher/ folder completely and then reuploaded it so I could get a fresh install.
The problem is now, when I try to redo the setup and go the this subfolder, instead of walking me through the setup, I just get the last part that says "PLEASE REMEMBER TO COMPLETELY
REMOVE THE INSTALLATION FOLDER.
You will not be able to proceed beyond this point until the installation directory has been removed. This is a security feature of Joomla!."
I figured that after I uninstalled joomla and this folder, that once installed it would just go back to the first installation step. Obviously some file somewhere has recorded that it has already been changed, I just don't know which one. PLEASE HELP.
