Transferring Users from Joomla 1.5 to Joomla 3.0

So long story short, I have a Joomla 1.5 site, and I need to move the users over to a new Joomla 3.0 site.
I cant seem to find an easy way to do this. I paid $10 for this component:

And it didnt work
Would anyone be able to point me in an easy to follow direction? I would very much so appreciate it.

I have only read their FAQ, but...
What version I should use for Joomla! 2.5 and for Joomla! 3.0
4.0.2 version is working on both, Joomla! 2.5 and Joomla! 3.0 sites. - Buy Now
There is only one difference, for those who create additional profile fields and want them be required, filles that must be downloaded from our site are different, si about plugins/user/profile/profile.php file.
From Joomla! 1.5.x to latest Joomla! 1.7 & Joomla! 2.5 version.
Do I understand that I need to install the free version on my present 1.5 site and export.
Then install the commercial version on the new 2.5 or 3.0 site and import my users?

I actually ended up downgrading to Joomla 2.5 instead of 3.x, because some components I wanted didnt have 3.0. I still had problems with this component, but then I exported/imported using CSV instead of SQL and it worked fine.
