Stupid Tag question

I downloaded and are using the Chapelco template fresh. No upgrades no nothing but what came with the rocketlauncher. I have upgraded the Joomla to the latest 3.1.5 and was about to use tags when i can't find tags in the system. I mean why aren't there tags there. I have spent an hour searching and it seems tags are just there. no on or off switch.
I know its suppose to be under Components. But it isn't there. Can anyone tell me what i'm doing wring or what i haven't turned on?

hmm ya i don't have com_tags at all in my database. But im stuck on running the sql command (im not a sql god).
INSERT INTO `j30menu` (`id`, `menutype`, `title`, `alias`, `note`, `path`, `link`, `type`, `published`, `parent_id`, `level`, `component_id`, `checked_out`, `checked_out_time`, `browserNav`, `access`, `img`, `template_style_id`, `params`, `lft`, `rgt`, `home`, `language`, `client_id`) VALUES (23, 'main', 'com_tags', 'Tags', '', 'Tags', 'index.php?option=com_tags', 'component', 0, 1, 1, 29, 0, '0000-00-00 00:00:00', 0, 1, 'class:tags', 0, '', 45, 46, 0, '', 1);
I can understand to remove the id value and have it auto-set. But what actually gets me is 'j30menu'. That isn't in my database. What exactly in my database am i inserting this into? '___extensions'?

You should really ask that question in official Joomla forum and not here. This is as you can see core Joomla issue and as such it should be addressed there
