Joomla Inst./FTP Configuration error message

I am trying to install Joomla. I am on step 5, FTP configuration. I entered FTP username, password and it filled in automatically root path ''/public_html'' but it gave me bellow error message. Any one know what this message says?
The FTP settings are not valid or your FTP server is not compatible with Joomla!:
The function "MKD" failed.

MKD = Make Directory

Use an FTP client and check the directory permissions. Or use something like CPanel or XTPlorer or whatever floats your boat
