Front & ADMIN Users Login Lockout

Guys, I really need help for this one.
All users @ my Joomla 1.5.10 site are locked out ( front & back ). Even new registrations.
Based on my recollection, the only things I did prior to this incident was the disabling of the Welcome to Joomla tab on the index page of the ADMIN module and the disabling of the Joomla Security Feeds, as well. These two features were available for their removal, so I did. This is the only reason I think my actions had nothing to do with the bizarre behaviour of the user's login lockout incident we are experiencing.
All the HELP in the world we can get now, will be Highly Appreciated.
