Can't get gantry menu effect to work

I though the gantry effect is couasing the scrolling.
so the effect is already built in the gantry template because the scroll to top effect is working fine, so how can I use it in the menu items?

you may want to add this to the head tag of the index.php of your template:
<script type="text/javascript">window.addEvent("domready", function(){ new SmoothScroll(); });</script>
and clear your cache ...

Add it right before the CLOSING head tag in the index.php in the template-folder.
And NOT right after the opening tag. You are loading it before Mootools.
That can't work.

I have another question.
I'd like to add two arrow buttons up and down that will control the up & down scrolling,
in addition to the the menu, like a slider...
Is it possible?

yes, possible ... (position: fixed etc)
but support here does not cover realizing every idea that pops up here.
you may want to post that in the marketplace if you can't do it yourself.
